Malaysia mulls reinstating anti-dumping duties on coated steel coils from China, Vietnam

The government has initiated a review on whether to reimpose anti-dumping duties on imports of pre-painted, painted or colour-coated steel coils from China and Vietnam, following its expiry last month.

In a statement, the Ministry of Investment, Trade and Industry (Miti) said the review was initiated following a request from domestic steel producer CSC Steel Sdn Bhd.

The duties expired on July 19 this year.

"If the preliminary determination is affirmative, the government will impose a provisional anti-dumping duty at the rate that is necessary to prevent further injury to the domestic industry," Miti said.

CSC Steel argued that allowing the duties to expire could result in the continuation or recurrence of dumping and further injury to Malaysia’s domestic steel industry.

Anti-dumping duties are tariffs imposed on imported products that are sold below their normal value and are found to harm local producers.

Miti said the government had evaluated the information submitted and decided there was sufficient basis to initiate the expiry review under the Countervailing and Anti-Dumping Duties Act 1993.

A final determination will be made within 180 days from the initiation of the review. The investigation will examine imports during the period from Jan 1 to Dec 31, 2025.

Interested parties have until Aug 17 to submit their views, questionnaire responses and supporting information to Miti through its Trade Remedies Investigation Management System.

Miti said it may make its final determination based on available information should interested parties fail to provide adequate responses within the stipulated period.
