China Steel Industry Shifts Toward Higher-Value Products
China Steel Industry Shifts Toward Higher-Value Products
China's steel industry is shifting its emphasis from volume growth toward quality, efficiency and higher-value products as domestic demand weakens and policymakers push mills toward a more balanced and technologically advanced production model.
- January-September crude steel production fell 2.9% y/y to about 725 million tonnes.
- Domestic steel consumption declined 3.8% to 625 million tonnes, according to CISA figures cited by China Daily.
- Combined profit at leading steel companies fell 27.4% to 71.8 billion yuan.
- China's 2025–2026 steel plan calls for tighter output control, higher-end products, digitalization and green development.
- Rebar output fell by 17.18 million tonnes, while flat steel output increased by 4.91 million tonnes over the first nine months.
China's steel industry is accelerating a structural shift away from expanding production volumes and toward improving quality, efficiency and the share of higher-value steel products, according to China Daily reporting based on data and comments from the China Iron and Steel Association, or CISA.
The transition is taking place as domestic steel demand contracts and industry profitability remains under pressure.
Steel Output and Consumption Decline
China produced approximately 725 million tonnes of crude steel during January-September 2026, down 2.9% year over year.
National Bureau of Statistics data previously reported by SteelPrices put the exact January-September total at 724.77 million tonnes.
Domestic steel consumption fell 3.8% to 625 million tonnes during the period, according to CISA data cited in the source report.
The combined profit of major steel companies declined 27.4% year over year to 71.8 billion yuan, equivalent to approximately $10.8 billion as reported by the source.
Government Plan Targets Supply-Demand Balance
China's five-agency Steel Industry Stable Growth Work Plan for 2025–2026 calls for tighter management of steelmaking capacity and production, improved supply-demand balance and stronger development of high-end steel products.
The plan was jointly issued by the Ministry of Industry and Information Technology, Ministry of Natural Resources, Ministry of Ecology and Environment, Ministry of Commerce and State Administration for Market Regulation.
It also calls for equipment modernization, digital transformation and greater adoption of green and low-carbon technologies across the steel industry.
The Ministry of Industry and Information Technology said the plan is intended to move the industry away from extensive capacity expansion and toward improved supply quality, optimized industrial structure and more efficient production.
Product Mix Shifts From Rebar Toward Flat Steel
CISA has urged steelmakers to align output more closely with actual sales and profitability rather than maintaining inefficient supply.
The structural shift is already visible in China's steel consumption and product mix.
Manufacturing accounted for 52% of steel consumption during the first half of 2026, according to the source reporting.
During January-September, rebar production declined by 17.18 million tonnes, while flat steel output increased by 4.91 million tonnes.
China's Steel Shift Is Showing Up in What Mills Produce
The nine-month data point to more than a simple reduction in overall steel output. China's product mix is also changing as traditional construction-related steel weakens and flat products gain ground.
- Crude steel output: approximately 725 million tonnes, -2.9% y/y
- Domestic consumption: 625 million tonnes, -3.8% y/y
- Rebar production: down 17.18 million tonnes
- Flat steel production: up 4.91 million tonnes
- Manufacturing share of consumption: 52% in H1 2026
The figures show a shift in production composition toward products used more heavily in manufacturing and higher-value applications. They do not mean that flat steel demand is rising across every end-use sector or that construction steel demand has disappeared.
Specialized Steel Becomes a Priority
Higher-performance and specialized steel grades are becoming a more important part of the industry's development strategy.
CISA said some special steels require stricter standards for material properties, production precision and quality consistency, creating opportunities for producers with stronger technological capabilities.
CISA Vice President Luo Tiejun has also cautioned steelmakers against simply copying competitors' product strategies, arguing that diversification should remain aligned with actual market demand.
AI and Digital Technologies Target Efficiency
Alongside product upgrades, CISA is emphasizing production efficiency and cost control as priorities for the industry's next stage of development.
Artificial intelligence and other digital technologies are increasingly being applied to production management, quality control and energy management, with the aim of improving operating efficiency and product consistency.
The government's 2025–2026 steel plan similarly calls for accelerated digital transformation and equipment modernization across the sector.
Steel Exports Remain Above 10 Million Tonnes in September
China exported 10.49 million tonnes of finished steel products in September 2026, up 3.3% from August.
January-September exports totaled 85.64 million tonnes, down 2.6% year over year.
The export figures show that overseas shipments remain substantial even as China's domestic steel industry shifts toward tighter production discipline and higher-value products.
