Australia initiates new exporter review on China-origin aluminium-zinc coated steel
Australia has initiated a “new exporter accelerated review” into anti-dumping and countervailing measures on aluminium-zinc coated steel imported from China, following an application filed by China's Guanxian Chuangsheng New Materials Co., Ltd, according to an announcement released by the Australian Anti-Dumping Commission on 23 January.
A new-exporter review is a trade-remedy procedure under anti-dumping law that allows an exporter not examined in the original investigation to request an individual dumping margin instead of being subject to a residual or "all-other exporters" duty rate.
The dumping and subsidy investigation period covers January 1 to December 31 2025. The Commission expects to submit its final recommendation to Australia's industry and innovation ministry and the science ministry no later than April 15 this year, according to the release. Interested parties are required to submit relevant information and comments by February 23.
Australia had initiated an AD investigation into aluminium-zinc coated steel (≥600 mm in width) imported from Chinese mainland, South Korea, and Taiwan in 2012. The same year, a countervailing investigation was also launched against imports from Chinese mainland.
In May the following year, Australia issued a negative final anti-dumping determination on the products from Taiwan, terminating the investigation. However, in August that year, the Canberra government made affirmative final determinations on imports from China, imposing ADs and CVDs ranging from 5.5% to 29.5%, and on imports from South Korea, imposing AD penalties of 5.8% to 7.7%.
In November 2017, following an application by Australian producer BlueScope Steel Limited, the Commission initiated the first sunset review of the penalties and in July the following year decided to continue the measures on Chinese imports, setting ADs higher at 9.5%–31.5% and CVDs at 21.7%, while terminating the AD measures on Korean products.
In August 2022, Australia launched a second sunset review of the anti-dumping and countervailing measures on Chinese aluminium-zinc coated and in July 2023, decided to extend the measures, which took effect from August 8, 2023 and are scheduled to expire on August 5, 2028.
Guanxian Chuangsheng New Materials Co., Ltd., established in August 2022 and located in Liaocheng in East China's Shandong province, is engaged in steel rolling and processing, metal surface treatment and heat treatment, coating and spraying services, as well as the manufacture and sale of metal structures and metal products, according to publicly available information. Its annual throughput in coated sheets is not disclosed online, however.
